In later chapter about governance of non-action, Laotse told us that governance should be cautious in the following people`s activities, watching it carefully. When people are working hard, governor should stand around for guard and offer tea and towel. He should pave mineral pitch on the narrow meandering footpath. When people want to come across the river, he should prepare boat and build bridge right away.
